The Global Search for the 100 Outstanding Telecentre Women Managers was implemented in partnership with the Asia Pacific Telecentre Network (APTN), the Latin America and Caribbean Network (LAC), the Eurasian Telecentre Network (ETN), the Middle East and North African Telecentre Network (MENA), NetAfrica, and Telecentre-Europe. It is a component of the Telecentre Women: Digital Literacy Campaign, a joint initiative by the International Telecommunication Union and Telecentre.org Foundation.

වසරේ ලොව හොදම ටෙලිසෙන්ටර් ක්‍රියාකාරිනියන් 100 දෙනා තේරීමේ තරඟයෙන් තිස්සමාහාර නැණසල මධ්‍යස්ථානයේ ක්‍රියාකාරීණී අරුණි දීපීකා මහත්මියද එම 100 දෙනා අතරට තේරීපත්වීම අප තිස්සමහාරාම නැණසල මධ්‍යස්ථානය ලැබූ තවත් විශිෂ්ඨ ජයග්‍රහණයක් ලෙස සලකන්නේමු. මෙම තරඟයේදී අරුණි දීපිකා මහත්මියට ඔබගේ විද්‍යුත් ඡන්දය භාවිතා කරමින් මනාපය ලබා දුන් සියළුදෙනාටම මේ අවස්ථාවේදී තිස්සමහාරාම නැණසල හිමිකරු ලෙස ස්තුතිවන්ත වෙමි. තවද මෙම ජයග්‍රහණය ඇය විසින් පුරා වසර කිහිපයක් තුල නැණසල ව්‍යාපෘතිය යටතේ කන්දෙගම - වැළිගෙපළ හා තිස්සමහාරාම ග්‍රාමීය ප්‍රජාවට සිදුකල සේවය ඇගයීමක් ලෙසද හැදින්විය හැක.

Background:
Weligepola Kandegama Nenasala is the 256th Nenasala (telecentre) which was declared open by His Excellency the President Mahinda Rajapaksa in year 2007. Kandegama Nenasala is located in an isolated and disconnected village in Balangoda district where most of the community lack ICT infrastructure and facilities. Implementation of a telecentre in the village of Kandegama was a benefit to the rural mass, as majority of the community was alienated to the subject of ICT and many had never seen a computer in their life.
Aruni Deepika, aged 28 is a village youth from Balangoda area. Deepika has completed her higher studies in Bio-science stream and soon after her studies she had followed IT programs such as Diploma in computer science, Higher Diploma in computer Science, Graphic Design and Auto Cad. Aruni has 5 siblings and her father is a planter and her mother is a house wife. Descending from a middle class family, Aruni was in search of avacancy that she could employ herself, earn some money and help her family. By the time she came across with a newspaper advertisement for a telecentre operator and she applied for the vacancy. Aruni’s educational qualifications and IT programs that she had followed helped her to get the vacancy and she joined Nenasala services by the year of 2008.
During the first phase of the Nenasala operations in Kandegama Nenasala, Aruni had to overcome many difficulties, basically encouraging the community to visit Nenasala. The community who were constrained by many difficulties due to lack of facilities available for them and who were much concerned about survival, had no interest on computers and internet and they were just questioned what ICT can do for them. Therefore, Aruni organized awareness raising campaigns in her village and she visited every household with the message that ICT facilities available at Nenasala can help the community to uplift their living standards. Further, she conducted free IT training programs for the students in the village and it had heavily influenced in creating a momentum among the community on using ICT by the grassroots in rural villages. Aruni could generate an enthusiasm among school students to learn ICT and she offered fair rates for the IT training classes making it available and applicable to a large group of students from the village.
As the Nenasala successfully completed two years of operations, Aruni could expand the Nenasala services to the remote villages as well. She teamed-up with the fellow Nenasala managers and operators in the area and organized leadership and personality development training camps for the village youth and IT workshops for the village students. Presently, Aruni is working as the Nenasala operator affiliated to Thissamaharama Nenasala in Thissamaharamaya in Southern part of the country.

Contribution to Digital Literacy and Community Development:

During her first tenure as a Nenasala operator at the Weligepola-kandegama Nenasala, Aruni rendered a great service for 3 years of period for the rural community in Kandegama by managing the Nenasala services. She was able to IT train the community who were constrained by social and economic difficulties. With the assistance obtained from the Grama Nilagadri (Village Head) and the midwife, Aruni was able to introduce IT for adults in the village as well.
Further she conducted IT training sessions for students and helping out the students who are not financially viable to afford the IT classes at Nenasala, by offered the scholarships and imposing fair and affordable rates. Aruni has benefited more than 250 village youth to complete their IT training programs and she has successfully conducted training sessions for the adults whose relatives are engaged as foreign labours. It has helped them to communicate between their families through the internet such as using Skype facilities. In addition Aruni was able to IT train and provide internet facilities to the 1500 school student with the financial assistance received from ICT Agency of Sri Lanka under the EVS (electronic voucher system) project. Over the past few years there are a great number of school students and youth using internet and IT though the Nenasala is a great achievement of 3 years of hard work done by the Aruni. Nenasala became a knowledge hub and a resource centre as most of the students visited Nenasala in search of information for their school projects and assignments. Nenasala became a well-known place in the village as Aruni made available the information service free of charge for the government officers including the doctors.
In successful completion of three years of service, Aruni was affiliated to the Thissamaharama Nenasala soon after her marriage. Continuing her Nenasla responsibilities, Aruni contributed her IT expertise in conducting an IT workshop for the small and medium entrepreneurs in the Thissamaharama area. The IT workshop for the (SMEs) introduced them how to use computers and computer applications for their record keeping purposes and accounting systems. Thissamaharamaya Nenasala conducts IT training courses as their main source of revenue generation. For the moment Thissamaharamaya Nenasala delivers government authorized computer diplomas as well. Working as an IT instructor at the Thissamaaramaya Nenasala, Aruni is a resource person at Nenasala as she is able to better deliver her services to the community.

Leadership, Partnership and Resource Mobilisation:
Aruni’s leadership and her capability in building partnerships and mobilising her resource is evident as she successfully carried out the Nenasala services in a rural area like Weligepola for 3 years and she could introduce the ICT to the community while improving the IT literacy among the village students. Aruni exposed her leadership not only in managing her Nenasala, also in working with follow Nenasalas as well. By considering Aruni’s successful operations in Nenasala, tremendous support and efforts to bridge the digital divide among grassroots, Aruni was appointed as the deputy secretary for the Nenasala society in Rathnapura district and as an executive member of the examination committee in the area as well. With her appointments, she became one of the leading Nenasala operators from the Ratnapura district who helped out to carry out Nenasala services and activities in the grassroots level.
In carrying out her Nenasala awareness campaigns, Aruni entered into partnerships with community based organizations and societies as it has the capacity to add more value and recognition to the Nenasala activities in the grassroots level. It has helped her making people convince on benefits of using ICT in their day today communication needs and rest of the activities. Further, entering into partnerships helped Aruni to mobilize her limited resources available at the Nenasala and to make use of them for the optimal benefits. Aruni has managerial skills in resource mobilization as she is capable of efficient and effective use of resources available. She employed her expertise in finalizing a resource mobilization plan for the Nenasala and she has always fulfilled her duties to the Nenasala while ensuring the effective use of Nenasala resources.
Aruni managed all the financial accounts and documents of the Nenasala activities and she used to keep records on all financial transactions which are really helpful in understanding the financial stability of the Nenasala and planning out future Nenasala activities. For instance, Aruni organized a leadership and personality development camp for 50 youths in the village of Weligepola. This program was organized as a 3 days of residential training camp and it required some financial resources to get ready with the initial preparations. In collecting funds, Aruni with the help from the village youth carried out a fund raising activity which they sold out book marks in the town. The funds that they collected were spent on hiring resource persons and lectures to conduct the youth camp.
Aruni is a role model to all the telecentre operators and managers in many ways. She is a courageous youth who does not wait till others come for her help, but she has the capacity to work with limited resources available. Added to that, she is a capable young entrepreneur who builds alliances with the community leaders and takes their support in launching telecentre services and activities. She has practiced good communication, negotiation skills and friendly and comfortable attitudes towards the rural community as she delivers telecentre services. Over 4 years of Nenasala experience, Aruni has developed her professional career as a Telecentre operator and she is a talented Nenasala operator who has rendered a great service to the community.

Electronic mail, commonly called email or e-mail, is a method of exchanging digital messages across the Internet or other computer networks. Originally, email was transmitted directly from one user to another computer. This required both computers to be online at the same time, a la instant messenger. The history of modern, global Internet email services reaches back to the early ARPANET. Standards for encoding email messages were proposed as early as 1973 (RFC 561). The important ceromony held at Sarvodaya Head Quaters. There have a some photos, and identifyed problums telecentre operator faced at their villeges.

This is the final session of this workshop. Dr. Harsha asked the group representatives to present the problem at which his or her group looked and explain the solutions with which they came up.

*** The problem we identified was the lack of participation by people. We have too little technology for the village. We decided that to get past this we need to give information about this through a printed document. We made a poster to present our work to the village. I told everyone that we would hand out the leaflet to every villager, but realized this was not practical. Instead we should distribute it to a targeted group. Our team has more participants from the “Virtual Village” project and so we actually looked at the question from only a narrow viewpoint so I think we need to address a broader spectrum.

*** The problem we addressed was that neither we nor our Telecenters are developed enough. Our poster has a bird flying at the top. This is to represent how we would progress. We need to create this development and through it, develop the people

*** IT is not at the required level of development and we lack media exposure. We decided that we really need to use the TV and radio for this and distribute leaflets and talk at schools. We need to go to villages and talk about it. We can’t really access the TV and radio by ourselves so we have to really get our mother institutions, Sarvodaya or something else, involved with this process. Also, it is important that all Telecenter operators do this publicity work at the village level through things like leaflets.

*** Our problem was that people do not know how to use IT for their daily needs. I explained a lot to people about what we meant by daily needs. I think the best way is to improve the knowledge of the villagers about this.

Isura Silva and me discuss about the how can improve the Telecentre Family in Sourthern province in near future. He got some good idias. He told me at the movment their planing to held weCAN workshop for Sourthern Province Telecentre operators. It is good news to SPTCF operators.

Michiya Tomanga is a very keen person from Japan. Also he is a Therawadi Buddhist, work as a ICT Engineer in he's mother country. He will hope to come Sri Lanka and do some valueble things to the Sri Lankan.

Maha Rawana Lighthouse - Kirinda, Tissamaharama.

The Maha Rawana Tower located in Kirinda city, Tissamaharama. It's a one of the major light house build at sea in Sri Lanka. Yala National Park - Nearest to City of Tissamaharama

Yala National Park is a national park in Sri Lanka. The reserve covers 979 km², although only the original 141 km² are open to the public.Much of the reserve is parkland, but it also contains jungle, beaches, freshwater lakes and rivers and scrubland. The latter zone is punctuated with enormous rocky outcrops. The range of habitats give rise to a good range of wildlife.

Yala has the world's highest concentration of Leopards, although seeing this largely nocturnal carnivore still requires some luck. There are good numbers of Asian Elephants, Crocodile, Wild Boar, Water Buffalo and Grey langurs amongst other large animals.

The open parkland attracts birds of prey such as White-bellied Sea Eagle and the wetlands have Waders, Painted Storks, and the rare Black-necked Stork.Landbirds of course are in abundance, and include Sirkeer Malkoha, Indian Peafowl and Sri Lanka Junglefowl.The park was badly damaged by the tsunami of 26th December 2004, with the destruction of the wildlife center and tourist lodge. Many tourists, including a party of 22 Japanese, died in the disaster, as did several of the national park and lodge employees. It is claimed that no evidence of large-scale animal deaths from the tsunami was found indicating that animals may have sensed the wave coming and fled to higher ground.Now it is again open to the public visitors.The following image gallery illustrates some of the animals and bird species found in the Yala national park.

Conservation of Tissamaharama Stupa

The chief priest of the Tissamaharama temple had pointed out to the head of the State on one of his inspections in 1993 that the Tissa Maha stupa had developed series of vertical cracks right round the dome of the stupa. According to him, the phenomena had started around 10 years before and was attributed the vibration caused by heavy lorries boulders to Kirinda down a road adjacent to the stupa. The author was requested to inspect the stupa immediately and submit a report. Accordingly an inspection was carried out by the SEC and a report was submitted to the Department of Archaeology on 22nd June 1993. According to this report there were ten large structural cracks which were almost vertical and were evenly distributed around the dome. Each crack had the widest separation at the middle of the dome, (where one could insert a clenched fist ), and appeared to spread towards the top square (Hatareskotuwa) and towards the basal terraces (Pesawas). The structural integrity of the stupa was definitely impaired and was beyond restoration to its original condition except through removal of the separated section and re building. It was also evident that one could not predict when there would be a catastrophic collapse not unlink the one occurred at Mirisavetiya.

Ttssamaharama Maha Stupa (Mahanaga stupa?), had been restored fully 1900 with public donation. No records were available of the construction work, (except that the total cost of reconstruction was Rs. 19,000/=), nor how the ruins looked like before restoration works. In fact, little information is available as to the period of original construction of four stupas found today at Tissa, the ancient Magama. (The stupas being Mahanaga, Yatala, Sandagiri and Menik Stupas ). The Mahanaga or the Tissamaharama stupa was probably built in early second half of the third century BC by king Mahanaga (the first king of Mahanaga ), or by King Kavanthissa in first half of the second century BC. It appears that no restoration work was done on this stupa till the last half of the 19th century (1857-1900), after the last rifling of this stupa by King Magha(1215-1236 AD).
In early 1994, the Director General of Archaeology requested the SEC to submit proposal for the prevention of a catastrophic failure of the stupa, which was imminent. The proposal made by the SEC consisted of embedding horizontal reinforced concrete rings, nine in number, placed just below the surface of the dome, suitably spaced between the Pesawa and the Hatareskotuwa. This proposal was submitted after computer assisted structural analysis by our engineers using available data (the quality of the surface bricks), and was carried out with the help of the civil engineering department of the university of Paradeniya. This proposal was accepted and the SEC started work on the first ring at the top most part of the stupa on 14th june 1995.
To construct the RC ring beams in the dome, bricks on the surface of dome of dome had to be removed to a depth of about one foot and to a width of about a foot for each of the ring beams. Whist constructing the first beams , we noticed that the original cracks had developed further since the first inspection and also the number of cracks had also gone up to 16 from the initial 10 The Hareskotuwa also showed cracks at certain places. It was evident that any tampering with the existing dome such as construction of trenches to embed the RC ring would further weaken the structure, especially the trenches which would have to be made on the vertical part of the dome. Two internationally reputed conservation engineering experts, (Mr.Alan Baxter and Professor Crochi ) were consulted by the Dept. of Archaeology and they too expressed concern about removal of any brick work from the stupa dome. Therefore, it was decided to stop embedding RC rings after the top most beams, and seek further proposal from the local engineering organizations for a suitable method that does not involve further weakening of the structure even temporarily during application of preventive measures.

I'm Sri Lankan guys, Also live in deep south region in Sri Lanka and very close to YALA NATIONAL PARK. I'm work as a Telecentre Operator in our village.

Nenasala - Tissmaharama is the my Telecentre, it's going on as a my business and enrolls with ICTA in Sri Lanka. The ICTA established my Nenasala Centre in year 2005. Still ICTA giving all support to Nenasala project, Monitoring, Update all Nenasala operators skills.

I very proud of myself, because I had empower to our village student and young people by Information Technology and Computer Literacy. Our villagers use my telecentre for Internet, e-mail, finding information’s, computer training, CD recording, Calling facilities, printing, typesetting, computer usage and many more requirement.

At that time I’m thanking for ICTA Sri Lanka and Sri Lankan government to establishing 500 Nenasa telecentre in sri lankan rural village. It is directly effect to developing our Nation and country. As a Nenasala Telecentre operator, today I earn money for my living coast and self satisfaction. Also I got many experience and new technology from past few year from Nenasala Telecentre project. I’m one man from 500 Nenasala operators.

Past 20th of September 2007, I had to manage well our " Nenasala IT Nucleus 03rd activity ". I'm proud of my team members and team work, because they gave every support to me success to 03rd activity. Mr. Ranga, Mr. Lal I'm thanking for both of you.
